Insolvency Service INSSight update

As you will know, the Insolvency Service (IS) is preparing to rollout a new internal case management system known as ‘INSSight’. It covers the IS’s Official Receiver Services and Estate Accounts, including banking.

INSSight will be better integrated with the agency’s internal and external systems and will enable them to to automate repetitive tasks. INSSight will reduce the need for manual data entry which should lead to improved service efficiency. The system will also lay the foundation for new digital services in the future.

INSSight is not replacing ISCIS Online

Insolvency Practitioners will continue to use the same system to access banking information for insolvent estates. ISCIS Online will be available throughout the rollout period and will reflect the processing that the IS are able to carry out during this time.

Transition timeline

The transition from the current system to INSSight will begin in late March, with IS colleagues using the new system from April onwards.

Please take a moment to read through this important information.

Financial Transactions and Bulk Transfers

The following requests may take longer than usual to process:

  • Payment requests by cheque or BACS
  • Allocation of receipts received into the Insolvency Service Account (ISA) to the relevant estate
  • Actioning of bulk transfer of cases

You can continue to send these requests to the IS during this period, and they will aim to process these as soon as possible.

The IS will notify you if there is any significant impact on processing times because of the rollout.

The IS kindly request that any cases you plan on closing this financial year be completed by mid-March 2025 to reduce the risk of delays.

Individual Insolvency Register (IIR)

You will be able to access the IIR as normal throughout the rollout period.

The transition to the new system means the IIR may take longer to update with new orders made or new IVA registrations. The IS will continue to monitor feedback queries during this time. It will be a priority to back-capture this information after the new system is live, so that they appear on the IIR as soon as possible.

Find an IP

You will be able to access the Find an IP service as normal, although it may take longer to update with changes to IP details.

Director Conduct Reporting System (DCRS)

There will be no interruption to this service, which can be used throughout the rollout period.

Official Receiver Services

Access to information to consider creditor nominations for routine appointments of Insolvency Practitioners as office holders will be limited, along with case information to hand over following appointments. Any urgent matters will be progressed as quickly as possible. 

New Templates and Guidance

The IS has previously shared new templates for you to tell them about: unclaimed receipts, cheque and BACS payment requisitions, IVA registrations, bulk transfer of bankruptcy, compulsory liquidation and non-compulsory liquidation cases
