IPA Insolvency Practitioner newsletter, July 2026

Dear members,

Important developments this month will directly affect practitioners.

The Insolvency Service has published its 2025 Annual Review of Insolvency Practitioner Regulation. The IPA has published our response. We welcome their commitment to improving transparency and understanding the regulatory approaches of the three Recognised Professional Bodies. But, while data gathering is valuable, the Insolvency Service statistics are misleading without context as different RPBs have different supervisory models, risk frameworks and disciplinary processes. The IPA strongly advocates greater consistency across insolvency regulation and remains committed to working constructively with the Insolvency Service and RPBs to strengthen confidence in the regulatory framework and a more unified approach to insolvency regulation.

The Insolvency Service has also launched its Second Review of the Insolvency (England and Wales) Rules 2016 and the Insolvency (Scotland) (Company Voluntary Arrangements and Administration) Rules 2018. The consultation considers how the Rules can be modernised to reduce unnecessary regulatory burdens and respond to new digital communication and AI. The IPA is reviewing the consultation and will shortly invite members to contribute views.

Members working in Northern Ireland should also be aware that the Insolvency (Amendment) Act (Northern Ireland) 2026 is now in force. The Act introduces a significant reform of insolvency in Northern Ireland, with measures to modernise procedures, improve efficiency and bring the regime into line with England and Wales. While some operational provisions will follow through commencement orders, the reforms have important implications for practitioners. We encourage members to review the changes.

As always, the IPA will continue to engage with government, the Insolvency Service and others to ensure that the profession’s expertise informs future policy and its regulation.

On other matters, I am delighted to congratulate the first recipients of the IPA’s new Exam Scholarships: Michaela Beardmore, Insolvency Administrator at Inquesta, and Daniel Cliff, Case Administrator at M.R. Insolvency. Our scholarships invest in the future of the profession. I wish Michaela and Daniel every success as they prepare for the CPI examination. Applications for the 2027 CPI, CPPI and JIE Scholarships will be opening in September.

Finally, I encourage all members to keep developing their technical knowledge by taking advantage of our forthcoming free webinars. Sessions on the fundamentals of Company Law, Estimated Outcome Statements and company directors’ statutory duties and liability are designed to build practical understanding and, for some, exam confidence.
