Marcial Boo has been Chief Executive of the IPA since 2024. He was
previously the CEO of three other regulators and worked as a senior
civil servant in government. He also chairs the professional body for
regulators, the Institute of Regulation.

Suzanne Wylie, CEO, Chamber of Commerce, Northern Ireland

Suzanne Wylie is CEO of NI Chamber, a leading membership organisation representing over 1,000 businesses in all sectors across the region. During her first year in the role, she grew NI Chamber into one of the top performing UK Chambers, when it won British Chambers of Commerce Chamber of the Year. She is deeply embedded in businesses issues, working closely with NI Chamber members and policy makers to establish the optimum conditions for economic growth.  




The Insolvency Landscape in Northern Ireland

Richard Monds, Director of Insolvency, Northern Ireland Insolvency Service

Richard is a career civil servant, joining the NI Civil Service in 1987 after graduating from the New University of Ulster with a BSc in Social Anthropology. His early career was within the Department of Health working with consultative committees. He then moved into auditing, where he was lead auditor for a number of large government departments before moving to a post within the NI Environment Service where he was Chief Finance Officer, responsible for state care monuments and country parks. He was appointed Head of Corporate Governance for further education then moving to Head of Finance and Funding of the NI Further Education Colleges.

He took up his current post as Director of Insolvency in 2014.




Better Quality SARs for Law Enforcement

Michael Jones, Reporter Engagement Senior Officer, UK Financial Intelligence Unit (UKFIU), National Crime Agency (NCA)

Michael joined the NCA in 2019 and qualified as a Financial Intelligence Officer, previously posted to the UKFIU’s International Team. He’s experienced in sanitising and disseminating SAR intelligence for use in investigations overseas and has specialised knowledge of how SARs are exploited by domestic and global law enforcement. Michael is currently a Senior Officer on the UKFIU’s Reporter Engagement Team. The team is responsible for ensuring high quality SARs are submitted into the regime that provide lines of enquiry, victim safeguarding and asset seizure opportunities for law enforcement partners.




Economic Abuse and its Impact

Karen Devlin, Membership Services & Support Officer, Women’s Aid Federation Northern Ireland

Karen Devlin is the Membership Services & Support Officer at Women’s Aid Federation Northern Ireland, the regional body for the 8 local Women’s Aid services in the region. Women’s Aid provides specialist support services for women, children and young people affected by domestic abuse.

Karen holds a degree in Politics with International Politics & Conflict Studies from Queen’s University Belfast. Karen helps support policy, regional data collection and communications at Women’s Aid Federation and is incredibility passionate about creating a society where all victims and survivors of domestic abuse feel safe and are safe in their homes.




The Northern Ireland Legal Landscape and Current Trends

Ruairi Maguire, Associate Solicitor, Tughans LLP

Ruairi is an associate within the Restructuring and Insolvency department, specialising in contentious matters. He has acted for local authorities, creditors and insolvency practitioners on a variety of disputes including transfers at undervalue, preference claims and general advisory matters.

Ruairi is the Northern Ireland representative of the IPA’s Rising Professionals Network. He was presented with the Rising Star Award at the IPA Awards in 2023 for his contributions to the profession.




Collaborative working to Tackle Contrived Insolvency and Phoenixism – a national and Northern Ireland Perspective

Charles Everitt, Governance and Technical Lead, FIS Economic Crime Strategy Unit, HMRC

Charles joined HMRC in 2019 having spent over a decade building his insolvency experience in private practice. Currently working in Fraud Investigations Service’s Economic Crime team, which specialises in maximising the recoveries of the proceeds of crime and protecting against the threat of money laundering and terrorist finance. Charles and his team offer high quality specialist technical and strategic support to operational colleagues, building capability and driving innovation in all aspects of civil recovery and insolvency.


Colin Skillen, Senior Policy Advisor, ASP &TCSP, FIS Economic Crime Supervision, HMRC

Colin celebrated 40 years of service with Inland Revenue/HMRC this month.

In his career he has undertaken roles in direct taxes work on Self Assessment, PAYE Compliance and Capital Gains. Colin has had an array of very different roles, from training on direct taxes to soft skills, risking team lead on employers Furlough Claims during COVID, to his current position as Senior Policy Advisor in the ASP/TCSP sectors within Economic Crime Supervision.




Driving Change: ECCTA Reforms at Companies House

Josh Coles, Principal Implementation Advisor, Implementation Unit, Companies House

Joshua Coles joined Companies House in January 2024. Joshua is currently a Principal Implementation Advisor in the Implementation Unit which plays a key role in the transformation plans and legislative reform at Companies House. Prior to joining the Implementation Unit, Joshua was a Senior Operational Leader in the Customer Delivery Directorate with a focus on Persons of Significant Control and Late Filing Penalties.

Stuart Jary, Inspector, IPA

Stuart Jary is an Inspector at the Insolvency Practitioners Association. Stuart joined the IPA as a regulatory officer and has extensive industry experience having worked for FRP Advisory, PwC and HMRC.
